Minister of Finance(M) Rindra Rabarinirinarison, Director General of Customs(M) Zafivanona Lainkana, and Commissioner of Korea Customs Service Kwang-hyo Koh participated in the ribbon cutting ceremony
On December 4, Malagasy Customs held a launch ceremony for the customized modular UNI-PASS system. The event was attended by key figures from the Malagasy government, including Minister of Finance Rindra Rabarinirinarison, Director General of Customs Zafivanona Lainkana, as well as Commissioner Kwang-hyo Koh from the Korea Customs Service and key officials from CUPIA, to celebrate the successful implementation.
Through this project, CUPIA has developed the Risk Management, Data Warehouse, and Human Resource Management modules of the UNI-PASS system, significantly enhancing the efficiency and transparency of Madagascar’s trade procedures.
The Korea Customs Service has been supporting this project with a budget of approximately USD 5.7 million from 2022 to 2026 and plans to continue its cooperation to ensure the stable operation and maintenance of the system even after the launch.

In his congratulatory speech, Commissioner Koh stated, “With the support of the Korean government, Madagascar will be able to provide faster and more efficient customs clearance services,” adding, “The introduction of this system will serve as an important stepping stone for Madagascar’s economic growth and the strengthening of its international trade competitiveness.”
Minister of Finance Rabarinirinarison described the introduction of the UNI-PASS system as “a significant achievement in the cooperation between Korea and Madagascar.” Additionally, Director General of Customs Lainkana expressed optimism, stating, “The introduction of the UNI-PASS system marks a step forward for Madagascar in the global trade market.”
Moving forward, CUPIA plans to provide continuous technical support, including system maintenance and capacity-building training, through close collaboration with the Malagasy government to ensure the stable operation of the system.
